Any couple getting married in December at Mumbai.

Considering the no. Of cases,Mumbai City is the last one to resume back to normal.

Now,as they are almost starting metro services etc. Is anyone aware of any guidelines related to marriage.Any idea if the no. Of pax has increased or still 50?

It depends upon the venue you have opted, and if the guidelines are government-approved. But, you should keep a tier of full-fledged precations before commencing the wedding plans!
